Paswan said that after the implementation of the National Food Security Act in 11 states in 2013, all states have come under its purview. He said that in the next phase of the scheme, the government has started to declare a single ration card for the entire country from January 1. 12 States have been started from Andhra Pradesh, Telangana, Maharashtra, Gujarat, Kerala, Karnataka, Rajasthan, Haryana, Tripura, Goa, Jharkhand and Madhya Pradesh.

He made it clear that a country does not need a new card for a ration card. At the same time, Paswan warned of rumors about the release of new cards, saying, "This is a game of batsmen. If this sport is not stopped, the ministry will not back down from its CBI investigation." In response to another supplementary question, Paswan said that the ministry has set a target of applying one ration card to one country across the country from June 1. Only the eastern states have been excluded from this time limit.

He said that under the scheme, all the ration shops have been kept free from the time limit due to the need to link the finger print identification machine (posh machine) with lace and ration card with Aadhaar.

Regarding the scheme of sending the food items received on the ration card directly to the beneficiary's bank account, Paswan said that the pilot project could not be completed in three Union Territories (Pondicherry, Chandigarh and Dadranagar Haveli).
For this, he showed the main reason for the disagreement of the Pondicherry government, saying that the ration card scheme could not be linked to the DBT without the consent of the state governments.
